Are all the ToP universes stronger than SSJ3 Goku?

Do they all have mortal fighters stronger than SSJ3 Goku? Than Mystic Gohan? What about than initial SSJB Goku?

In the manga I think there are very few warriors above SSJ3 Goku. Manga Goku is probably just 2x his Boo Saga level or so, and most of the ToP were irrelevant fodder. U2’s strongest was Ribrianne and I don’t think she was far above 18. U3 maybe Anilaza. U4 nobody. U6 just Hit and Kefla. U9 and U10 nobody. U11 just Dyspo, Toppo and Jiren.

In the anime… I’d say Base Goku ~ Kid Boo. Makes sense with Piccolo being relevant to Base but below Ultimate Gohan and the Zen Exhibition Match. The Base Vegeta > SSJ3 Gotenks thing is just Toei being Toei. So:
~ U2: Ribrianne fights Base Goku, so she and her friends are SSJ3 level. The Yardrat also beat up Base Gohan.
~ U3: Katopesla gave SSJ Vegeta a good fight. Some robots also gave Gohan trouble, they’re Blue level for sure. I remember this universe had a lot of hype so maybe they’re mostly that strong.
~ All of U4 relied in tricks, but I think Monna is very strong since she made Cabba go SSJ.
~ U6 is all above SSJ3 and Ultimate Gohan, except Dr Rota and maybe Botamo
~ U9 is a bit behind. Basil is Majin Vegeta level, Bergamo is the strongest and he’s probably Fat Boo level.
~ U10 only Obuni, the guy who fought Gohan.
~ U11 is mostly around that level too, but only the top 3 are above for sure.

Outside of the top guys and those that were viable for offering a helping hand to them, there were quite a few fodders that don't necessarily need to be in that tier.

Sometimes we get characters that are established to be of a particular level (such as Kefla boasting about her Universal power), and then beings who can only broadly be measured by scaling (e.g. their ability to hold their own against someone formidable but not having any notable victories or standout feats).
