Round 1: Regular clothing
Round 2: Bruce got his Batsuit
Round 3: Full gadgets for both (Shield for Cap, everything Batsie has in his batbelt)

Winner takes on Jason Vorhees.

Round One: Cap take this with some difficulty.

Round Two and Three go to Batman. He fought multiple villains in the Arkham games who are on Cap's level or highery. Solomon Grundy, for instance, was originally a Superman foe who was later moved into the Batman comics, and his strength is far greater than Cap's. Not only that, Batman's feats at taking on multiple thugs while tangling with some of these main villains shows his agility, reflexes and reaction time are far ahead of anything MCU Cap can handle.

Cap on the other hand had his hands full with a regular dude at the opening of Winter Soldier. With a fully equipped Arkham Batman, he wouldn't hold out for long.

Jason deserves his own thread.

Cap stomps in all rounds. Steve is Small Building level and Hypersonic via-scaling from being superior to Spider-Man and having speed comparable to Scarlet Witch, power of which this Batman can only compete with using the Batmobile and speed his Subsonic - Supersonic self can't compete with at all.

As for Cap VS Jason, Cap stomps even easier since the strongest version of movie Jason is still just Street level and his speed never peaks beyond Supersonic. If it's Jason from his crossover appearance in Mortal Kombat, however, he oneshots.
