Maybe I'm misremembering, but didn't a blast from SSj Goten only annoy her? Not to mention that Trunks was afraid that Pan was stronger than him, and Trunks should logically be far stronger than Goten, considering Goten was slacking off on Earth while Trunks was fighting out in space. All in all, Pan should win handily.

Pan should be able to handle him pretty easily unless her power is only accessible through rage..

At the main point of the arc? Pan beats Goten easily for reasons already stated. If it's at the start of the M2 section of the arc though, she'd need a rage boost.
