Base Charizard competitively

So, is there any feasible way to use base Charizard competitively? Or is it completely useless without mega evolving? Perhaps there's a good Solar Power set?

From what I understand the best way to use normal Charizard is belly drum. It's still kinda screwed in the speed department though so you'll need to figure something out.

I attempted this set on showdown a few times:

Charizard @ Assault Vest
Ability: Solar Power
EVs: 252 HP / 252 Def / 4 SpD
Calm Nature (Atk-, SpD+)
- Flamethrower
- Solar Beam
- Focus Blast
- Dragon Pulse

It wasn't that bad, it's just it's 4x weakness to Rock that really hinders it. I just need a Pokémon before it to set up Sunny Day and this Charizard can usually 2HKO with Flamethrower or Solar Beam.

So the damage it does is basically 2x for all fire attacks with solar power? That's pretty hot.
