No it isn't about the multipliers at all.
Anyways, there are multiple ways to explain this. One is to show that Pikkon is canon by going with Dragon Ball Kai which is Akira Toriyama's personal cut, and then argue that Buu Saga Base Goku > Pikkon. Another is to mention that Base Vegeta and Goku > Ssj2 Gohan from the 25th budokai tournament which is a relatively easy argument, the only con to this is Base Gohan considering himself within Goku's and Vegeta's grounds, but this can easily be explained by Gohan getting stronger during the 25th Budokai tournament and getting into Babidi's spaceship since it's already stated in Dragon Ball Kai which open the possibility. Another is to prove Base Goku > Kaioshin and then use an official guide called El Manga Legendario to prove that Kaioshin is at least equal to Ssj Goku CG, or use the Manga and Daizenshuu together to suggest that Kaioshin is almost equal to Ssj2 Gohan 25th Budokai but inferior to Base Saiyans. To make these possibilities possible, one could use Gohan's statement of saying that Suppressed Base Vegeta is stronger than anything he has shown before and last time he showed his power was against a Cell Junior. Another is to use the Base Saiyans > Piccolo argument despite in Dragon Ball Kai, Piccolo managed to hold his own against a Cell Junior just like Vegeta and Trunks (a bit less than them though). That's just the tip of the iceberg. There's just so many things in the Buu Saga that makes this plausible AND directly support it
