The kids in the Mighty Mask costume did not do so bad against #18 (though they were losing the fight). Chibi Trunks said that with that costume would be hard to win as Super Saiyans. Since I don't imagine Gohan-tier SSJs struggling with #18, it shows me the suit was clearly an unbelievable nerf tool. That said, Goten base should be stronger than #18 by a significant amount IMO. Base Goten wins.

You telling me 65% Perfect Cell or in other words Buu Saga SSJ Gohan is 50x stronger than 18? Or to put it another way you telling me that base Goku would have nearly enough to beat 18 by the end of the Cell Saga?

Base Goten, with mid difficulty. The costume put a massive restricted on the Kids's movements. Even being SSJ, they couldn't move enough to battle close up.

While the kids were Super Saiyans they blatantly state they can't win without using a Chi attack. Chi attacks are amplifications on their ordinary battle powers, so it's safe to assume they couldn't:

a) Stand there and tank everything like Imperfect Cell Post could do to 18.
b) One shot 18 like Imperfect Cell Post could do to 18.

With that said, Goten gets destroyed.

They needed to use a Ki blast because the Mighty Mask outfit restricted their movements and prevented them from actually fighting #18.

They also openly credited their disadvantage in both base and SSJ to the costume. Their actual battle power isn't an issue, just shitty writing and the nerfing powers of the costume.

What are the requirements for becoming strong?
There are physical limits to the strength of the body itself, so in order to overcome that barrier, it’s necessary to increase your “ki”. Normally, the more you increase your ki, the harder it is to control, so ki control is also important.

Trunks has perfect Ki control -as shown when he shot a blast and controlled it at the tournament, yet two Super Saiyans weren't strong enough to one shot 18 or tank any of her attacks. they had to resort to a Ki amp'd attack to win, definitely not amplified to it's fullest degree, but enough that it surpassed their 'strength' disadvantage, even as Super Saiyans.

They wanted to end the match without harming her... they couldn't defeat her like they could the other fodder in the tournament since she's significantly stronger than them so they used an attack that could potentially harm her but wouldn't if done correctly and despite being massively held-back #18 still feared for her safety.

Amplified Chi attacks are strong enough to harm anyone, especially if they're taken off guard. She would have surely been killed if she didn't react at the last possible second. She didn't expect their power to be so great.

If they were truly comparable to the likes of Gohan Ssj they could stand in one place and tank everything. The evidence suggests they can't do this; thus, they fall between the strength of Semi-Perfect Cell & Imperfect Cell.

Accurately portraying gaps for what they are is what Toriyama is good at. He definitely wouldn't forget about that here.

#18 still feared for her safety.

And the safety of everyone else around.
