Even though it's a gag, he's at least strong enough to survive fighting Fat Buu.

Gotenks stomps. Despite him being overestimated initially, nothing contradicts both his own and Kuririn's belief that he'd at least fare better than Vegeta, plus his survival feat already mentioned is worth noting. In a no-holds barred scenario though, Cell would win purely due to Gotenks repeating Gohan's mistake and there being no Shunkan Ido to stop Cell from self-destructing.

Don't see any reason for Gotenks to be weaker than the SSJ2s. He one shots.

What indicates he is stronger? Piccolo claiming immediately Gotenks has no chance of winning suggests he is not stronger than SSjin 2 Majin Vegeta IMO.

Vegeta's power was already shown to be irrelevant to Boo. It was established that it required someone of SSJ3 caliber to tangle with Boo, and evidently Gotenks wasn't close to that level. Not only do we have the initial reaction to his transformation, but we also have Krillin not completely doubting his odds. Krillin had no problem telling Piccolo that he'd be decimated by Boo if he tried to save Kaioshin, but there was no such caution with Gotenks. Those two moments don't sync up if Gotenks was weaker than Vegeta - who Krillin already saw get trashed by Boo.
