Kaioshin said that's definitely the greatest power in the world, Goku agreed but only doubt Gohan's ability against Majin Boo.

Also Kaioshin is 'assuming' and 'hoping' Gohan will get stronger as a Ssj. But Gohan says only his 'arm' strength increased, so he wouldn't.

Muscles aren't the only supporting thing in Chi, so it's reasonable to assume his Chi didn't improve much.
