Yeah it really looks like AT just missed that panel. Boo literally asked him a question and Goku is talking about his answer with Piccolo later lol. There's no subplot about Goku lying here. It's just a misstep like all that mess at Babidi's ship.

Because Buu might destroy the world and Goku can end it now. It’s a risk, what comforts Goku in taking the risk, ie, not doing it himself right now, is the boys amazing strength which will assuredly bring victory if they can get the dance down right.

It appears that there are two main camps when it comes to Gotenks > Goku:
1) Those who think that trained Gotenks, even without transforming, is relevant or superior to Goku at his best.
and
2) Those who think only Gotenks at his best exceeds Goku at his best.
It's understandable why someone would take either side. It really comes down to one's rhetoric abilities.
