I think these powers might be close. Gotenks is not a moron, he has to have power greatly exceeding at least Majin Vegeta to even come close to such a conclusion.

Also, Kaioshin thinks Gohan might have a chance against Buu, surely not Super Saiyan Gohan, but Goku must be thinking about Super Saiyan 2 Gohan's chances against Buu.

I think these two might actually be equally matched here, somewhere around 50% Buu perhaps.
