We don't know how strong Boo when he fought Basil but i think Basil takes this IMO.

If Mr. Buu's current power is equivalent to what it was in the Buu Saga, then I'd give it to Vegeta. If Buu got significantly stronger, then my money's on Basil. If Basil can use the drugs he was given in his fight with Buu, then he ought to win this regardless of whether Buu got stronger or not.

Buu could very easily be Super Saiyan God tier the way things are going in Super. We know Lavender is above Base Gohan, who can fight with Base Goku now. I'm guessing Lavender's only the second strongest. Even if they are brothers, if Basil was really only SSJ2-tier where the others are SSJG-tier at least, I doubt they're the sort of people who would have any respect for him. Just food for thought.

I'm on the same trail of thought as Neko Majin. It's debatable if Boo was that overpowered, though I definitely believe he'd gotten stronger. His steam power up seems to imply so, since that iconic aspect of his power up wasn't seen since his split into Good and Pure Evil Boo. There's also Goku stating that Boo could be incredibly strong when angry, though it's debatable how he was viewing strength comparison, since he also referred to Piccolo Daimao as incredibly strong due to the context placed on him.

My guess is Boo's currently as strong as Fat Boo's full power, so Basil wins even without the drug imo.
