I think Battle Jacket can do it :O

Goku was far faster than Tao-Pai-Pai, so much so that Tao could only land hits when Goku wasn't being serious. But Battle Jacket gave Goku a little difficulty, and Goku was serious froom the start.

Also, tbh, Commander Red never seemed afraid of Tao-Pai-Pai. He respected him, but didn't get bullied like a lot of people. I think its because he knew he had Battle Jacket, and could do something about it, if Tao got out of line.

He did kind-of shut his mouth when he tried to shout at Tao over the phone for not doing what he asked him to do, and Tao tells him something.

Red just didn't cower like everyone else. But more in the sub, his voice isn't shakey or anything. He's not nervous, like they did in the dub.

It's a close fight. Battle Jacket has the edge in power, but Tao is a better fighter and can pull it off.

Tao Pai Pai still wins; Tao Pai Pai was even mentioned in the 22nd Budokai by Goku as very difficult opponent. But Battle Jacket is very close in my opinion.

Anyway, I'd probably give it to Battle Jacket. It's rockets have enough firepower to oneshot Taopaipai if they hit him directly, so as long as it has a competent pilot, it should be capable of taking him out. If the pilot gets overconfident and leaves an opening though, Tao could probably win.
