The only thing that was not complete about Cell Max was his brain which makes him uncontrollable. It has nothing to do with his power.

Toriyama says not even Broly could stop a complete Cell MAX, which is different from being weaker since Cell MAX was mindless. It’s possible he was weaker than Broly too though.

But didn’t Gohan pretty much one shot Cell anyway?

I tried to not read spoiler until I saw it, but Google’s stupid AF algorithm and this forum have made that impossible really. Including that gai called Cell-Max or something lol. There should be a rule to place a spoiler or caution on thread titles before.
