Newtonian Laws state
An object in motion will stay in motion unless acted upon by an outside force.
An object at rest will stay at rest unless acted upon by an outside force.

frieza would have to use 100% of his power to throw the ball or lift it and to blast it away and even then it would not go very far as it's power rivals his own evidenced by his struggles and having to use 100% of his power

fireza compressed the ball and put it at rest therefore he could move it and throw it into space etc and this is important because when frieza threw it at Goku Freeza programmed it at that point, so it was going to stay put until Goku disintegrated it (like frieza) so the ball in essence was still in motion and not at rest

Beerus blew this ball away like nothing despite it being in motion meaning his blow alone >>>>>> frieza

Well yeah, it was obvious Beerus > Frieza. It's even more obvious considering the energy of destruction sphere Frieza is struggling with is just a small portion of Sidra's power. Nowhere near Sidra's full on hakai, probably not even near a hakai using half of Sidra's power. He put barely any effort into making that attack and Beerus put barely any effort into blowing if off of Goku.

That's why Jiren can't be the the mortal who is stronger than a Hakaishin who is stronger than Beerus. Therefore the other mortals like Jiren, Goku, Freeza, etc., are nowhere near strong enough to the level of Hakaishin yet.
