Beerus from what we've been shown. The manga leaks show him being able to take on Belmod and many more Hakaishin in a battle royale. Even anime-wise, Belmod > Beerus isn't proven, since Whis' statement could easily be regarding one of the Universes exempt from the ToP.

It can not be Quitela who defeated Beerus in the statement of Whis, but it would mean that there is a mortal of the Universe 4 that is> Remove it.
