I don't see anything solid to suggest Goku surpassed Beerus until using MUI, seeing as how Whis' estimations of Jiren > Belmod > Beerus seem to come more from process of elimination, so Beerus wins with mid-diff at most. If it's no-holds barred, Boris low-diffs due to Hakai.

Whis tells us Jiren "is like a Hakaishin... perhaps even greater" when he's glaring away the Genki Dama. I find it more likely that Beerus is on the level of 1st or 2nd UI Goku, which is around the same level as the Jiren who glared away the GD.

I think Goku only surpassed Beerus after he reached MUI which Beerus and other Hakaishins respected Goku for that and probably implies that Goku surpassed all the Hakaishins as well IMO. SSjinBE Vegeta and KK20X Goku aren't gonna be able to do anything against Beerus. Hell, Vegeta who is comparable to Hakaishin Toppo who is likely weaker than Beerus himself.
