It's less for the actual arcs and moreso due to individual elements staying strong throughout. Whilst each arc gets progressively worse as a whole, elements such as character development and world building still remain quite strong overall.
As for the OP, Tachi covered it for the most part. It'd also be since Miura stated he was somewhat influenced by Rose of Versailles iirc, with it's protagonist Oscar having a similar appearance to current Griffith. Most likely, if Miura's art had been the same high quality it now is from the start, Griffith would've looked like his current design from the beginning.
