I'm not arguing that Gohan was supressed or holding back. I accept that he was at full power and Goten couldn't hit him.

See, you're ignoring Gohan sweating profusely, gritting his teeth, and overall struggling to block his brother's hits and saying Goten couldn't land a hit, he must be a lot weaker!

Gohan, despite rusty, still has much more experience than Goten, being trained by Goku and Piccolo and being in real battles. Goten has no skill, thus him not fully connecting a hit can be explained by Gohan's slight power advantage and skill advantage.

That still doesn't change the fact.

Gohan was struggling shows that Goten is strong for him but he can handle him. Just because he was trained doesn't mean he's a skilled fighter. Goten couldn't hit him and it doesn't have anything to do his skills.

If the gap was significant Gohan would not have difficulty blocking Goten's hits. Gohan clearly can't easily handle Goten otherwise he wouldn't be shown having as much difficulty as he was.

Gohan is rusty, he even lost his fighting sensed which proves that he has less skills as well. Goten on the other hand couldn't lay a hit unlike Goku did against Cell which is not even a rival gap.

I'm not saying Goten is much weaker he could be near at Gohan's power but he's doesn't rival Gohan yet.

I take that back about Warm Up Cell beating him. I forgot I changed my numbers around. He can beat Warm Up Cell imo but Perfect Cell (Vs. Goku) beats him still. I put Bio Broly a bit stronger than RSSJ Broly whom I have even with USSJ Trunks.
