Gohan comes out on top. He's stronger in my book and would be able to beat down Goku. For the sake of argument, let's assume Gohan can't cut off Goku's tail. Maybe that would make things more interesting as it's possible that the physiology of the Oozaru form would give Goku dramatically higher durability that Gohan would struggle to overcome. I doubt that would be the case though.

There's more than enough reason to believe that Gohan was above Goku. The statement from Yamcha about Gohan is tough to argue against in terms of intent, but the evidence shows otherwise.

Gohan had already survived an encounter with Oozaru Goku before, which would be hard to believe if he was weaker. We also know that Goku killed Gohan in the middle of the night when Gohan was likely asleep with his defenses down. There's no reason to assume Gohan lost in a straight up fight.

Tao Pai Pai was capable of performing feats Oozaru Goku is unlikely capable of. He was able to throw a pillar 1,500 miles and ride on it.

Bro is a whole world above Oozaru Goku imo.
