I think they're equal, except Cell has regeneration.

IIRC, M9 didn't have any direct scaling to Broly or Hatchiyack (Galaxy level minimum). So I suppose the likeness between M9 and CG Gohan is the only thing to go off of. In that case, likely PC through his more varied moveset.

Bojack having elite ki amp is something interesting to look at, I might end up watching this movie next and really digging into it.
