As Koshka brought up around a while ago. How about the fact everyone still tries to defeat Buu via punching and kicking? I mean surely that would have been disocovered as useless after the Majin Vegeta fight.

But hey, lets just keep trying to punch him to death even though he istantly regenerates with all his body and ki restored.

They'd need to create an opening to completely envelop him and as shown by his fight with Vegetto, enough of a force can create and impact in him before he regenerates. It would also make sense if taking into account Shouki and Yuuki, as Boo's anger or fear at seeing a superior opponent would cause him to slip up and make himself more open to an opportune Ki blast.

Also there was no such thing SS2 until Boo arc. The one Gohan used against Cell was his true power that's all and then Boo arc came around and named it SS2 and added "rage boost" for Gohan to make him special. Am I right?

I wouldn't say that's really a dumb decision. Yes, it makes things boring to not make it Gohan's unique true power, but it was also inevitable in continuing the series as the Cell Arc had already established alternate forms for Super Saiyan and Vegeta being assured of his position as top dog for a while, as well as Gohan not being the undisputed strongest of the main cast, could only work if there was at least an equivalent to this form of his that would still be dubbed SS2 or something similar.

Tl;dr, just an inevitability in milking a franchise.

Well his design does slightly change, the hair goes up more with just one strain hanging down, and he has the electric bolts around his aura.

Gohan's anger never really changed his design in earlier rage moments.

I just view it as Gohan's true power cannot be expressed as an SSJ1..it must use a different-superior form.

Vegeta and Goku on the other hand, had to train for 7 years to push their power so high that it cannot be manifest as an SSJ1, thus they unlock the ssj2 form.
