Boo Not Being Able To Fight In The ToP

No, it was a poor decision. I can see why they chose not to have him, since his abilities would provide even more of an unfair advantage to Universe 7, but they could've also used it to explain some of the major problems the ToP had in the anime. For instance, Goku and Vegeta seemingly regenerating their stamina almost instantly after making it apparent they'd drained all their reserves could've been excused had it been due to Boo constantly healing them. It's not as though it'd be against the rules, seeing as how it's his own ability (and rules were being broken all time time with Mafuba and Potara) and it would excuse such fake tension a lot better. It also wouldn't make much of a difference for U7 having an advantage, seeing as how their top tiers only had the top three of U11 as well as Kefla and Hit of U6 to really provide a threat, so it wouldn't make things seem any less engaging from a story perspective when tension was already at rock bottom when knowing no repercussions would be given to them due to all their characters being alive at the end of Z/the manga.

Instead, we have Freeza unnecessarily trolling people, giving the enemy opportunities due to his arrogance and basically going from one of the most evil villains in the franchise to just being Cell Arc Vegeta by the end.
