We see the energy from SSJ2 Gohan fill the meter to about 45%. Babidi then asks whether or not Spopo/Yamu used hundreds of people to acquire this much energy. Dabura then claims that the 3 Saiyans will probably fill the remaining 55% at stage 1, implying that Pui Pui was expected to gather that much energy from them.

How do we reconcile all of these things? Were Babidi/Dabura simply clueless as to how much energy was needed to revive Boo? How would Dabura know the Saiyans would be capable of filling the meter without knowing how strong they truly were?

We do not.

I remember Kaboom used to have some theory in which Babidi and/or Dabura could somehow detect latent power (I mean, they clearly can to some degree, because it’s SSJ2 power that fills the meter), and they, somehow, can draw from this latent power when they damage their foes. The second part makes no logical sense, but it’s one way to explain why they thought someone like Pui Pui — who would not make a good energy source at all — could handle the Saiyans: they literally didn’t think that the Saiyans (Earthlings in their mind) could use all of their power.

Wasn't SSJ2 Gohan's energy enough to fill half of the energy needed to resurrect Buu?

I don't think, Dabura and Babidi doesn't know how much energy they need to resurrect Buu since they were also thinking that if they make Goku and Vegeta fight, they'll definitely get what they want. It's also possible for them to sense hidden energy, considering that Dabura thought that Vegeta would be a better servant to Babidi than he is, and at that point he has only seen Base Vegeta.

Badibi and Dabura don't understand how the powers relate to the Buu Meter.

Gohan vs Dabura ends up moving the meter up about what should be 10% of Gohan's SSJ2 power, proving numerically that Gohan is indeed a Super Saiyan 2 against Dabura.

Was this seen in the manga? I don't think it has to prove that numerically even if so. Gohan made it seem like Goku/Vegeta being SSJ2 was the reason why Boo was awakened so quickly. If Gohan and Dabura were also producing that level of damage, Babidi wouldn't be freaking out about the lack of damage Dabura was causing.

Yes, it's in the manga. Exactly, only Super Saiyan 2 power can fill up the Buu Meter in less than a minute. Super Saiyan power would require almost a full calling of their power to move the Buu meter appropriately.

Exactly. They weren't. Gohan and Dabura are merely Super Saiyan level after all. All of Super Saiyan Gohan's power is only about half of the Buu meter. And remember, Buu returning should return at his power the Buu meter gives him. About double Super Saiyan Gohan. Much stronger than Gohan and Dabura, but paltry compared to battle damaged Super Saiyan 2 Majin Vegeta.
