Goku should definitely be comfortably below Gotenks-Boo. Dude couldn't even follow Boo's movements, and each clash they had, Goku was the one getting hit. Boo was never hit once apart from a surprise ki barrage, much like Vegeta did to Pure Boo, so it means nothing. Goku was sweating and initially unwilling to fight Gotenks-Boo until he literally had no choice when Boo was charging at him.

Yeah, even in the anime Gohan was the one superior until post-Vegetto wank that brought Goku's SSJ to ungodly levels.

SSj Goku > Ultimate Gohan is absolute dank shit. I don't know what Toei was thinking with that one. They could've left it just fine, but they purposely added in Goku stating Gohan was not any weaker just because he was a figment of Boo's mind. That fucked it all up.
