Huh...
Cell probably.It took Gohan significantly more effort (Though he was weakened) to hold back Super Perfect Cell's Solar Kamehameha than it did for him to just walk right through Bojack's Galactic Buster.
Im not a (Very good) powerscaler so dont get on my case about this.
