I never said that. Scouters always read the "fighting power" of someone but I'm saying at low levels attributes other than fighting power have a greater effect on the outcome of a fight, as in who wins. Not who overpowers the either in brute force, I'm talking about tactics, strategy, technique, corporal build, and special abilities. The BP will always be read as it would be on a scouter, but when your BP is particularly low you have less and less "superpower juice" to work with so things aside from superpower juice factor into winners and losers to a greater degree than when both fighters have exceptionally large reserves of superpower juice.How does that somehow mean the scouters don't work as intended between a certain amount of power?

You've had to rewrite the narrative to make the fallacious numbers work. It's definitely an approach, and it may be your personal preference to take that approach, but to think it's the only approach isn't fair. People who want to make the character statements work have a valid approach here. Even Kanzenshuu guys are known for doing their "DB only" levels.
