Not really. Goku's power up to Paikuhan's level may be nonsensical, but the scaling for the anime continuity isn't as contradictive as it seems at first glance. It's worth noting that the Kamehameha struggle in the anime presents some obvious power ups from both sides as the anime makes it apparent SPC's Ki is greater than SS2 Gohan's even before the injury, yet Gohan gets the better of him several times throughout the struggle and forces Cell to output even more power. That said, it wouldn't be a stretch anime-wise to assume the power of Cell's Kamehameha was simply
that great. With Gohan having displayed such power for an extended period of time and completely dominating Cell without resistance at the end of the struggle, it'd also be plausible for this Gohan to be the one used in all the power statements the Boo Arc had. In fact, Gohan VS Dabura in the anime would seem to support this as it'd make Base Gohan fighting a Dabura that had heightened his Ki after having already been equal to Cell more than just typical base Saiyan plot armour.
Even if wanting to go a more conservative route in limiting anime and manga discrepancies, it's not that difficult to just assume Paikuhan's Burning Shoot is simply an incredibly powerful attack when considering the other Kaio would likely be able to teach their students techniques comparable in usefulness to North Kaio's signature ones and Daizenshuu 7 makes note of how Paikuhan expertly combines power and technique.
