Well, if Paragus had come before Cell Games, Cell would've felt the chis and gone to
check it out. Once he finds out about the Legendary Super Saiyan, he rides the
spaceship along with Z fighters. Later, he joins them to the fight against Broly.
After it's all over and they're back to Earth, Cell decides to to cancel Cell Games
and leaves. Eventually, he has a change of heart and becomes a Z fighter.
7 years later, Cell becomes Majin and Buu wakes up. It's hard to tell how strong
Cell has become by now, but i guess he has way more potential than Saiyans,
so he's probably strong enough to deal with Buu. Cell saves the day and becomes
a hero.

Dunno. Why did Vegeta not attack everyone when they were transported back
at Earth after Freeza? I guess him fighting along the others against Broly
would've somewhat chilled him.

He had no reason to attack them as there'd be nothing to gain from killing them, since they weren't enough of a challenge to him and their deaths wouldn't contribute towards gaining anything, especially when his goal at this point was to surpass Goku.
Cell, on the other hand, has Freeza's cells within him, enough so that the idea of him settling down in peace is unthinkable. His entire goal is to be a perfect being, which he'd be unable to do if he were to start treating others as his peers.
