Whilst Bruce Lee did have feats that bordered superhuman, they weren't on the level of low tier DB characters, such as Yamcha smacking Goku through several large rocks, 21st TB Goku moving a giant boulder with help from Kuririn, etc. Bruce also believed that challenging other fighters in their preferred area would give them an edge, such as feeling Muhammed Ali would have an advantage over him in a boxing match, so he's in no way capable of taking down Giran.

The most it was ever recorded as being was kicking them from the floor to ceiling, though the Yamcha feat I already mentioned easily trumps that. The best strength feat of Bruce Lee was probably his kick's force being measured as being akin to being hit by a truck, which could possibly place him as significant to 21st TB contenders, considering Wall level is in high relevance to them.

so he has some epic speed at-least

Well yeah, but that level of melee combat speed is still nothing to the 21st TB top tiers, as shown with Roshi VS Kuririn, as well as Goku presenting Hypersonic feats during his fight with Namu. The fact that Kuririn viewed Goku as impressive for outmatching Giran would suggest that Kuririn probably wouldn't be blitzing Giran. Not to mention that there were faster than the eye feats as far back as Yamcha VS Goku.

Faster than the eye feats? Yeah.

- Goku states that he could barely keep track of Yamcha's Rogafufuken, which given Goku's reactions, should probably be a FtE feat.
- One of Carrotizer Rabbit's goons being unable to react to Goku somersaulting behind him.
