Who is more powerful between Buff Zombie Gas (his super muscular form that was killed by Black Frieza) vs Cell Max (damaged in the Manga, after losing an arm after receiving Gamma 2's Final attack)?

Probably Gas.

Going by Gohan vs Cell, losing your arm can mean you also lose up to half of your power. I don't think Cell was 2x stronger than Gas.

He should be, but the movie makes Cell look much more damaged.

On the other hand, the manga has this thing about Cell starting weak and powering up as he learns to use his power. I don't know how strong he is yet.
