Something has to go.

1. Base Boys are relevant to the Base Adults.

2. Piccolo > Base Boys

3. Kaioshin > Piccolo

All 3 of these things cannot co-exist.

The boys power should be substantial, they are able to impress Gohan and Vegeta, but Goku only thinks they are pretty good.

They do a Rosat power up and still end up having to fight for their lives against multiple Cell Jrs.

Now some people don't think the boys powered up all that much in the Rosat anyway, so that complicates things.

The weakest of the arguments is Kaioshin > Piccolo, even though it's outright stated.

Yakon > New Expected Saiyans > Pui Pui > Expected Saiyans > Kaioshin

Piccolo was stronger than Kaioshin, and he respected his position.
I think that may be the case.

However, in Super...

Base Kid Gohan >>> RoF Base Gohan >> Piccolo

is Implied.

So if that's the case, we'd need that huge gap.

Base Saiyans > Pui Pui > Kaioshin > Piccolo

Where is it implied Gohan lost power in his base form? All that was stated was he couldn't transform.

Piccolo tells Trunks not to ask Gohan for help, and that he no longer has that overwhelming power, like he did at the CG.

Kid Gohan > RoF Gohan.

Piccolo was clearly not in a rational state of mind during the Budokai. He appeared to be tense and nervous about facing Kaioshin due to his intrigue.

A random foe who appeared to know of the Z Senshi and had no discernible Ki signature... That was enough to make Piccolo start speculating on who Kaioshin was, and Kaioshin reading Piccolo's mind prior to their match was enough to push him over the edge.

Stated in the Super Exciting Guide:
When it comes to battle, the most important thing is ki size, and its control. Of course, “ki” also includes such spiritual power as energy/vigor [genki] and bravery [yuuki], and being in one’s right mind [shouki; could also be translated as "true character"]

It's pretty clear that Piccolo lacked a stable mind during this engagement, which either made him unable to view the situation rationally, or caused him to overestimate Kaioshin due to fear/mystery.

That, along with the fact that Kaioshin says that Piccolo might have sensed "who he was" is enough for me to think Piccolo's basis for backing out of the match wasn't due to anything concrete.

I wouldn’t say Piccolo had suspicions right off the bat since he flat out doesn’t know why he’s so nervous. Then Kaioshins reads his mind and somethings clicks for him.
