Gero wasn't aiming at them nor would he need to use all of his power to destroy the city.
I also think the Earthlings are around Base Saiyan level and Gero is relatively weak.
Definitely not a 50x gap.

Evil Boo's attack was unfocused.I don't think he put more power into the blast aimed at Ten and Chaotzu than the one aimed at regular Earthlings.
