Can Gero accurately gauge the power of those weaker than himself?

I’m considering the possibility that Gero suspected Piccolo (whether weighted or suppressed), Gohan, Krillin, and Tien were stronger than he initially thought. Gero believed that absorbing the power of those four would significantly boost his own strength.

I think Gero’s idea that absorbing their energy would allow him to defeat Super Saiyan Vegeta was a delusion, but it does imply that, at the very least, he would have gained a respectable power boost.

The only way I can make sense of this is by applying a 10x Base multiplier for the Super Saiyan transformation during the Android Arc.

I thought the same thing, but then why did Gero gain so little power after absorbing that suppressed version of Piccolo? At the very least, Gero absorbed a quarter of the power he needed to reach the level he was aiming for. And Android #19 absorbed energy of Vegeta SSJ.

I don't think Gero was willing to admit his calculations were that far off to begin with. He stubbornly believed Piccolo was weaker than him despite knowing firsthand about Goku and later on, Vegeta's immense power differential compared to what his schematics predicted.

As for being unable to surpass Piccolo despite gaining a significant portion of his power perhaps he is only able to gain the suppressed amount. We don't know how much energy Piccolo or the others were withholding.
