Why is King Cold the exception? He and Freeza have the same mutation.

Can he? Is he capable of the feat?

Of course he could, he was Freezer's father and we know for a fact (it was directly stated) that Freezer didn't train ever in his life. Furthermore, he came to the earth transformed, so if he was able to transform, it's only logic that he would be able to dis-transform to his original form as well.
