Rayleigh stopped Kizaru as he was turning into light to chase after whoever it was, for what it's worth.

Also when Kizaru becomes 'light' he can only move in a straight line, although he can reflect off of objects. Random tidbit.

If he can move at the speed of light a lot of characters can move at that speed. Highly unlikely.

He's just really fast.

As Kyo said, he's only Light Speed when moving in a straight line or using the Yata no Kagami. It's also worth noting that Haki users probably negate his lightspeed attributes, hence why he can be countered by characters such as Rayleigh and Whitebeard.
