Can Mr Satan Hercule beat any named 21st-23rd budokai characters?

He won the tournaments multiple times. Unless all the Panput-level potential competitors got put off by what they saw at the 21st to 23rd budokais and didn't sign up.
Spopovich looks like he could be a kickboxer and fought at a Mr Satan budokai. Mr Satan jumps high asf. Then he sends a huge guy flying with one kick:

Satan struggled to break a dozen tiles. Pamput casually broke the Tournament wall. Tournament wall >>>>>>>> Tiles. The anime gives Satan better feats by having him punch through a bus and like in that video, casually stomping Pre Majin Spopovich but Goku at the start of DB one shots a 50 ft beer with a sword and he was still at the "human wall" according to Roshi, who Pamput was described as being at the peak of it.

The 25th Budokai commentator made it clear that the level of the tournaments had become a joke after Goku and his friends stopped attending. Satan would be lucky to beat the low level contestants in the preliminaries.

Nah, he would be defeated by anyone there. Maybe man-wolf but even that is doubtful. Mr. Satan took on a weak era of competitors, which was also stated to be the case in the EML, which said the level downgraded after the ones from the original DB. Videl who was considerably stronger than him could be threatened by bullets while first manga chapter Goku, who was way weaker than the likes of Namu, weaker than Giran or Panput as well, could get many shots to the head and even though it'd hurt like hell, it wouldn't pose a risk to his life. Mr. Satan was lethally wounded by a bullet... And Videl was dumbfounded at high school Gohan jumping, like, 30 feet's into the air, while Namu could jump as high as the clouds.

I am curious--where did all of these great fighters go? How did Mr. Satan manage to convince the entire world that he was the strongest fighter when there were so many that opemly surpassed him? They all could've made a lot of money challenging Satan to a televised fight and spanking him.

Yeah I think the fact they saw how big scale the last tournament was, they didn't even bother. It's said the number of competitors had already dwindled after the 22nd Budokai. So I think the true strong fighters saw they were useless. Maybe they aren't the type to be caught up on the news either and did not know about Mr. Satan. Or if they did, they just did not care to expose him and become famous. Some like Namu, Chappa-O I think would not care about it as they seem to value their martial arts spirit over being famous and getting money. Giran could be more prone to challenge him and expose him, but maybe he did not know as in a filler episode, the humanoid species similar to Giran were seen living in the forest, trees, in isolated places, so it would make sense for him not to know about petty media stuff that would get more attention from high populated cities.
