Can Nappa and Vegeta control their Battle Powers?

Most likely they do so unconciously based on how much effort they're outputting at the time, hence why Piccolo seemed to be unable to sense Vegeta's power when he was just standing around.

But they also clearly showed superior fight prowess after those "power ups", right?

That's my point. Their power ups were more akin to raising their efforts in their eyes, whilst being proper Ki control without their knowledge of such.

They clearly changed the power they were outputting, otherwise powering up would be pointless. However, unlike true ki suppression, control, and sensing abilities, they cannot fully control or hide their ki to an advanced degree. Seems like how most of Freeza's army worked.

Vegeta mentioned how they can change their ki at a whim so scouters are not to be trusted, so Vegeta and Nappa do see it as effort, and on a scouter that would always be guaged at full power regardless of effort.

Basically that can't hide or suppress ki from a scouter, but can natural senses. Ki control can fool both.

^That's pretty much how I see it.

Vegeta and Nappa can power-up, so they have some form of control. Going beyond the stated figure on the scouter seems to be something they can't do, unless it was probably through a powerful Chi-attack. When Vegeta and Nappa first arrived, they were said to have a "Demonic Chi" by Krillin. Once Nappa powered-up, Piccolo said it was more than he imagined, so we know Nappa's power-up>Vegeta and Nappa's arrival. He definitely put forth more power for the others to sense, and Vegeta did the same when he used his attack to wipe Nappa out.

Vegeta's Battle Power control mastery involved a lot more than simply doing a power-up. He could actually raise or lower his power whenever he wanted.

They have to have some form of control, even if unintentional. Nobody thought Vegeta was the stronger of the two until he started bossing Nappa around, after all.

Relaxation is the key.

But if it is an effort thing, then wasn't Nappa using full effort against the Z warriors until he got serious against Goku?

They definitely can control their powers, but not the way Kuririn and Gohan did to avoid being detected by the scouters and Vegeta.

He seemed to have better prowess against Goku later in the fight than he did before.

I think Nappa's power-up against Goku was more about him regaining control of his power and mindset than actively bringing out any additional power. It seemed like a power-up for that explosion attack, but he also was able to track Goku's movement once he calmed down.

So he was basically fighting Goku with full-power in his best mindset.

What about Nappa (vs the Z fighters)? Was him equal as himself with the right mindset, vs Goku?
