How strong should he be?

I think we can make him above Blue and Black for sure, how much further I don’t know. I definitely think Tao is too much for him.

It would be cool if he’s as strong as possible though bro is an absolute unit. Can damn near look Piccolo of all people in his face.

Why is he above Blue and Black? Did he have feats or statements? Or was he just a big guy like the guys at the prelims of the 21st Budokai? I googled him and found a picture of him with a hole through him.

Upper limit, based on getting a hole through him...what's the gap to put a hole through someone?
Gero did it to Yamcha, Vegeta to Zarbon (not fully through and took more effort and had hurt his eyes first), Nappa took off Tien's arm.

He's atleast strong enough to be confident in fighting someone he knows is bulletproof.
