I think that if the bigger predicament were #18's inability to control her power properly to knock them out she'd have accounter for that in her statement. Rather, she only stated how strange and powerful they are.
While #18's surprise at their strength as SSJs qualifies as a good evidence, as in, she'd obviously know that if their base power was = her, this sequence also implies #18 wasn't holding back that much --- Trunks wished to fire a blast strong enough to knock #18 but not strong enough to be a threat to her life and Trunks' knowledge of #18's strength was based off the level she displayed earlier in their scuffle... yet the blast ended up right around her level. If she used, like, 10% of her level, Trunks would be way off in his estimations and his blast would be easily dealt with by her. Since he wasn't very off, I'd say her true level didn't differ too much from what she displayed in their fight.
As for the battle, I think Trunks is close, but Vegeta has got a fine lead margin enough to win without too much of a tough time. I like to see CGs Trunks and Vegeta more or less reaching their previous SSJ's power in base alone... seems a good estimation and it looks nice aesthetically and when you put their developments into perspective.
