I personally don't go with the Kaioshin > Piccolo route, so Piccolo takes this pretty easily imo.

I don't even think base Vegeta could do much of anything to Buu arc Piccolo. Even assuming Piccolo got no stronger, he was still in the range of 50% MSSj Goku based on him doing almost as well as SSj Vegeta against his Cell Junior.

In no way do I see it as likely that base Saiyans reached half of CG Goku's power.
