There's also Piccolo making a statement that he'll surpass SSjinG3 Trunks and Buff Cell as well once he train in the ROSAT and Trunks confirmed that Piccolo became too strong. I'm guessing that Piccolo surpassed both but still weaker than 50% Goku.

Well ya. Kamiccolo was already >> the Saiyans prior the to the first RoSaT trip, so seeing how strong the Saiyans managed to get after 1, he probably figured he could do the same.

Seems like he had very little hope that he can surpass them and sweating while saying he have to go into the ROSAT doesn't make him look confident at all. It make him look nervous and worried. Anything, but confident.

I think he kind of underestimated the gains training in the room could wield, since he also seemed pretty surprised at Vegeta's power against Semi Cell, wondering "can he power up even further?".

Kuririn also said something similar towards Recoome, that he couldn't surpass him even in a thousand years. I think it's a smilar situation with Piccolo here --> sees a "ZOMG" power --> thinks said power is unsurpassable --> ends up doing it.

He's not confident at all in that panel. He's just realizing there's no choice but for him to give it a try now as well.

It shows he at least kind of changed his mind towards him having no chance to surpass Semi Cell.

He ended up right there in the range, it's a pity Cell could power up, though

Lord Tenshinhan is even surprised Godiccolo is taking a trip to the Rosat, that's the most important evidence

But seriously, that's a good point. If he has maxed out and is gonna left Rosat weaker than Semi Cell what's the point? Tenshinhan himself didn't go because he knows he's destinated to be fodder.

The panel before Piccolo stated he'd go into the RoSaT Tenshinhan asked why is Trunks alive. He has no clue to what happened, so I think just the thought of Piccolo going to the RoSaT is strange to him, not that he is thinking "wtf, does this Namekian think he can accomplish something in that room?".

The point of Kamiccolo putting faith in a Rosat trip while Lord Tien didn't still implies Post Rosat Kamiccolo is somebody special, though.

Look, what would Piccolo accomplish going in the ROSAT after witnessing Trunks and Cell's power? Whenever Piccolo trained and gained power, we all knew that he surpassed the previous strongest. For example,

Piccolo trained for 6 months to surpass Raditz and he did.
Piccolo trained in King Kai's planet and the last time he fought someone stronger than him was Nappa and he surpassed him.
Piccolo trained to surpass Trunks in order to fight the Androids and he did.

Piccolo knows his chances better than everyone and if he thinks that he can surpass Cell and Trunks by training in the ROSAT then sure he can. Otherwise, he would just wait there and hoped for Goku to get stronger to do the job done just like he did on Boo arc where he knew that he's useless against Boo and placed his hopes to the kids.
