Gohan is still displaying confidence he would defeat Cell at 100%.

Also Gohan said SPC is stronger than he thought. Why didn't he just said Cell is as strong as him?

Super-Saiyan Goku literally tore Freeza to 2 pieces, no?

No, but really I don't think that has to mean he'd have defeated Cell, easily. Just kill him with his own power.

but at this point super-saiyan 2 gohan was the only 1 who had electricity around him & that electricity (i know there's been temporary electricity before, but never like here)

only gohan & cell had the (that) electricity which to me shows that they are in the same tier

his full power, back. This indicates most of his weakening was not physical, but a lack of shuki. I think all that is

I don't see a reason to not go with the less than half statement, it's just that he thought he had lost that much power, because he had no confidence, will and courage to fight-on anymore.

He basically mentally-blocked the power he had (maybe).
