We could argue that if this is Cell post Ginger Town then Cell is stronger than Yamcha and Tien individually by alot... (Neo Tri Beam was a powerful technique... but it didn't damage Semi-Perfect Cell at all) Cell absorbed Krillin... but that wouldn't make him weaker? If you absorb something, you gain its abilities and looks (for at least DBZ) Cell would only be stronger...

Tiencha is.... well... the only thing he has going for him is the Fusion...

Assuming they are talking about the budokai version, Cell actually got alot weaker from absorbing Kuririn.

In canon this wouldn't make sense as even ordinary humans were able to make Cell alot stronger.
