How is 18 weaker than base Goten and Trunks?

How does Goten and Trunks made massive gains individually, but Piccolo was hoping for a miracle to come?

I don't think the potential unlock being only 2x is going to be enough to fit in all of those implications.

Babidi estimates Vegeta to be much weaker than he is. That means Vegeta isn't even going full bore against Pui Pui.

Man, those Buu Saga Saiyans are truly stupidly powerful.
