Chi-Chi is probably stronger than Cyborg Tao during the 23rd Tenkaichi Budokai

At least in terms of combat abilities. At first I didn't want to believe it because Tao has so many incredible feats while Chi-Chi doesn't have much, but there's a notable difference in her performance in her match from Tao.

Goku seemed to have much more difficulty avoiding her attacks than Tien did Tao, although Goku's puzzled mindset (he was confused and upset at this random woman seemingly has a grudge against him) as opposed to Tien's calm mindset. We also don't know how strong the suppressed weighted Goku was, but he straight up embarrassed a new-and-improved Chapa-o during the preliminary rounds so he's at least stronger than he was during the 22nd Tenkaichi Budokai.

Chi-Chi was able to surprise him with her speed, power, and skill (even matching his casual jumping height and kept fighting him in mid-air), also she was most likely holding back considering how angry she was. Tao couldn't even touch Tien with everything he got and was treated like a child.

Tao has far better praise though, Kuririn abd Yamcha were by how easily Tenshinhan handled him while they showed no reaction to Chi-Chi. Tao also cut Tenshinhan while he was barely off guard and having a third eye so they weren't too, TOO far apart.

Also Goku and Tenshinhan had different motives. Goku was trying to find out who Chi-Chi was, he didn't take the fight seriously until Chi-Chi told him that she would only reveal herself if he beats her, while Tenshinhan wanted to beat Tao quickly.

Krillin and Yamcha were shocked by the sheer power of the shockwave fist Goku used to defeat Chi-Chi, and Roshi also had a bit of trouble comprehending it when explaining it to the announcer. It even caught Piccolo's attention since it's something his Mazoku clan uses.

Context: after Goku blows Chi-Chi out of the ring, seemingly without doing anything
Kame-sennin: “He didn’t just do nothing...Goku probably pumped his fist with stupendous force…The shockwave-like thing created then blew the girl away before she had time to avoid it…”


Roshi's statement also implies she was able to react to it and she had exclamation onomatopoeia when hit implying she was caught off-guard by it.

BTW Piccolo was probably watching Tien's match with Tao but still believed taking over the world would be a piece of cake till he fought Krillin.

That's because Tien knew what to expected of Tao. Goku didn't know what to expect of Chi-Chi. Tenshinhan also took Tao way more seriously than Goku took Chi-Chi. He was nervous because he had no idea who she was.
