Hmm, maybe but there could be similar forms of Ultra-Instinct.
It's unconscious reactions after all, & yes Broly is powered by rage but it wouldn't be a stretch actually.
This Broly, Super's Broly was living on a planet with wild creatures with him learning how to survive.
He could develop a type of instinct not too far off from Ultra.
