Considering he was still a complete noob regardless of Charizard's obedience and some of the trainers in the top 8 seemed to have Pokemon with a good advantage like the Golem of the one who beat Gary or the Rhydon of Ritchie's opponent. He would've definitely beaten Ritchie, but I don't see this Ass getting any higher than the top 4.

At most, he would've gotten through Richie's next opponent if assuming the Ivysaur she used to stomp his Pikachu was her best Pokemon. He'd have still lost the tourney either way, especially considering a stronger Charizard didn't get him far in the very next league.

We don't really know what the other competition was like (Then again the league competition didn't seem that impressive especially compared to later leagues, the same goes for the Gym Leaders as well). I think best he could've done with Charizard's obedience was MAYBE beat Ritchie's opponent. Charizard was handily beaten by Drake's Dragonite, with training couldn't beat Harrison's Blaziken, and with more training was struggling with a Dusclops AFTER he beat an Articuno.

During the closing ceremony, the shade of the trainer that took the second place looked
like Ritchie's opponent. If that chick could reach the final with Ivysaur as her ace card,
Ash could definitely do it with Charizard.
