17 is a cyborg. How the hell can he not determine how much power he's using? He should be able to do it better than any of the actual organic Z Fighters.

Freeza seemed to have a better hold on powers than majority of non ki sensing villains. He is the universe's overlord, he is pretty damn special. Knowing that Goku had tons more in reserve (Kaioken) was very impressive. Freeza has a lot of moments like that where he can tell how strong something or someone is without ki sensing.

17 is some teenager who has an ungodly amount of power slapped onto him. In terms of determining power, it's debatable, but yea, I don't think a comment like "Less than Half" has to mean 42% on the dot, I think 38% would be fine.
