Even assuming #18 > Base Goku based on the Tupper fight, she still has nothing on someone Hit had to get serious against to block. Frost smacks her into submission as easily as he did her husband.

Ya know I was thinking about how Frost decided to GTFO instead of fighting her but that probably doesn't mean much since it may have just been hit and run tactics and 18 can't be sensed anyway so Frost wouldn't know if he was weaker or stronger than 18.

What if we made it 17 instead?

If it's #17, things are more debatable. There's only so much stock I can put into Hit getting serious to block Frost compared to #17 being considered a scary foe if he were to turn evil, so I'll say #17 wins with high-diff until we get better feats from Frost.

Frost was always portrayed as being sly in nature, so the scene was trying to convey this characterization imo. Plus, he doesn't know enough about #18 to try to risk a confrontation with her, especially since he can't sense her energy.

She stops at True form Frost, with or without needles. Manga-wise, she wouldn't even put up a fight against him beyond drawing it out with her Energy Field and Kienzan.

I think Goku got many times stronger seeing as his Kaioken x2 could overpower Halo MZ whom Vegeta said had the highest battle power he's ever sensed making him > KKx10 U6 Goku so #18 stomps Botamo, Base Saiyans, and Piccolo.

Wasn't it Gowasu that said that? I don't remember Vegeta ever making that statement.

Both Gowasu and Vegeta made that statement. Vegeta's statement was that "He never saw anyone let off ki like Zamasu's."
