If it's current or Marineford Garp, Luffy likely wins since Garp was capable of being pinned down by Base Sengoku and his best feat was smacking away an off-guard Marco, whereas Luffy is now physically capable of providing Magikarp Kaido some difficulty. Prime Garp stomps though.

For Luffy VS Rayleigh, Luffy has the advantage in power if it's current Rayleigh, but he may lose due to Rayleigh's superior skill.

I'd lean towards Garp still. Not gonna take much from Sengoku holding down Garp, since Sengoku is his senior in rank. It's not a fight, any more than Nami holding Sanji back would be a fight. Not gonna assume Sengoku's lack of feats means he's weak either, considering how little he's been in the series and his role in the Marines, but that's besides the point.

I think Garp is probably somewhere equal or just below the marineford admirals. The likes of Marco were able to make the admirals give them their attention, but still seemed to be weaker than them. Luffy barely defeated Katakuri who might well not be as strong as WB's top commanders and Luffy from what I've heard only beat Katakuri because Katakuri held back due to respecting Luffy.

Kaido treats Luffy like he is approaching Roger/Rocks/Oden level now. He would one shot Katakuri.

Garp was bloodlusted and fully intent on killing Akainu. Rank and allegiance definitely wasn't a priority for him at that point.

He was unable to knock out Blackbeard and his crew with Blackbeard being confident in fighting him, whereas he and his crew ran scared from Akainu. I'd say that provides a good idea of the pecking order when it comes to Current Sengoku VS the Admirals.
